  • The program is to help residents maintain their yards on a small scale; like the removal of grass clippings, trimmings, and small fallen twigs/branches.

    This is not to supplement services like tree removal or major tree trimming.

  • No, the recycling cart is intended to be used for recyclable items only. Recyclable items do not go to the same disposal point as regular trash.

  • Yes, but the town is required to provide each customer with a recycling opportunity, which includes providing a special cart for such a purpose. You can choose not to recycle but the town has to provide the service as required by state law.

  • Yes, the town's service includes a regular trash and recycling collection day each week which is included in the monthly trash billing. You do not get a discount or rebate if you choose to not participate.

  • Carts belong to the town but are designated for a specific address for your use. They remain with the property when you relocate or discontinue service. Defective or damaged carts should be reported to the Business Office by calling 302-653-9231 for replacement.

  • No, the town has received a state grant to purchase recycling carts to be provided to our customers. The first cart is provided at no cost; there may be a charge for lost, intentionally damaged, or extra carts.

  • All current Town of Smyrna trash customers are included in the town's program. A limited number of businesses in town are served by the town (typically those with no room for a dumpster). Others will be provided recycling services by their independent trash contractor. Apartment complexes with dumpsters are serviced by an independent trash contractor and are not included in the town program.

  • The DHCI facility is operated by DSWA. They are phasing out those collection centers in the near future.

  • Town of Smyrna customers that have solar panels will receive two separate bills each month. One bill will contain the customer service charge as well as any other charges for other services provided to you by the Town of Smyrna (e.g. water, sewer, trash). The second bill will be for electric only. Some months your solar panels may produce more electric than you consume which will result in the town applying a credit to your electric account. However, some months you may use more electric than your solar system produced in which case any credits on your electric account will be applied to your balance (see note).

    Every year in the month of May, the town will review your solar account. If you have any credits on your account, the town will issue a refund based on our wholesale cost to purchase electric from our provider.

    Note: Please note that electric credits cannot be applied to other account services and fees.

  • According to the Delaware Code, Title 26, Chapter 10, Section 1014 (d) (5) related to Net Metering for municipal electric utility, electric cooperative, and DPL customers reads that the systems be: "designed to produce no more than 110% of the host customer's expected aggregate electrical consumption, calculated on the average of the 2 previous 12-month periods of actual electrical usage." Therefore, the town is not required to compensate customers for any electric they over-produced above 110%.
