Salary range: $56,000 (Min) to $66,000 (Mid)

Job Description:

POSITION SUMMARY 

This position is responsible for providing information and assistance to citizens, project applicants, developers, engineers, and internal staff regarding all aspects of zoning. Candidates will be team-oriented, problem solvers, and exhibit a strong desire to serve the public. The Planning Department works closely with the Building, Inspections and Public Works Departments in a collaborative approach to project review.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The below listed essential duties and responsibilities are not intended to be an exhaustive list of all job duties for this position.  

  • Helps to revise the Town’s zoning and land development ordinances
  • Responsible for conducting technical reviews of development plans
  • Administers the Town’s historic preservation program and coordinates with/supports the Historic Preservation Board
  • Supports the redevelopment and revitalization program and economic development activities and assists with business recruitment and retention
  • Helps with preparing technical reports and summaries of developmental activities, trends, conditions, etc.
  • Communicates with other departments to coordinate the effective delivery of Town services
  • Coordinates with the Office of State Planning Coordination and various state agencies, county and other municipal governments, property owners and developers
  • Reviews construction site plans and subdivision plans for compliance with Town codes and zoning regulations, and good planning practices
  • This position will also work with various boards, commissions, and community groups as needed
  • Attends professional society meetings and seminars to keep current on developments in the field of planning and land use control
  • Works with citizens to help resolve inquiries and complaints relating to planning & zoning matters

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of the principles and practices of planning, zoning, and land development
  • Knowledge of available resources and research techniques applicable to planning
  • Ability to develop planning analyses and prepare reports
  • Ability to provide effective leadership and to establish and maintain effective working relationships with subordinates, supervisors, business and land development entities, and the public
  • Ability to work independently and as part of a team
  • Strong written and verbal communications skills
  • Must have the ability to multi-task and manage multiple projects and deadlines
  • Ability to express facts and ideas clearly and concisely, both orally and in writing
  • Possesses good technical judgment, integrity, thoroughness and dependability
  • Ability to project a professional, helpful image to create a sense of confidence in the public
  • Ability to interact with the public and other Town employees in a pleasant, courteous, helpful manner in order to foster an effective, efficient, professional workplace

REQUIRED EDUCATION AND EXPERIENCE

  • Successful candidate will possess a bachelor's degree in planning, engineering or related field sociology or related field
  • Experience performing analytical and administrative duties for a planning organization
  • Graduation from a college or university with course work in comprehensive planning, public policy, engineering or economic development is preferred
  • Any combination of experience and training which provide an equivalent to the skills, knowledge and abilities required
  • A Masters degree in Planning or Public Policy is strongly preferred

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

  • A certification or eligibility for certification by the American Institute of Certified Planners preferred

SPECIAL REQUIREMENTS

  • Must possess a valid driver’s license
  • Must pass a background check
